Why no expansions for base games?

I'd like very much Board Game Arena, the level of the boardgame implementation is high and the user interface is smooth and it has an high usability.
But I've noticed in general that there are not expansions available, neither for games like Puerto Rico, Race for the Galaxy, Hive for which the expansions add a great value in terms of replaibility and game balancing.

Is there a legal-stuff/editor or author policy constraint that prevents to implement those expansions or they will be available in a near-mid-long future?

However thanks a lot for the base games already developed!

I would love too see some expansions on this site
Puerto-Rico, and Tzolk'in (Tribes and Propheties) would be great !!
