Screen tips chaos

I am hoping there is a way to disable the screen tips. Anywhere the mouse moves the screen tip pops up and covers the play. It is a little ridiculous. Please remove the screen tips or give the option to do so. Thank you.

Tooltips can be turned off from preference option menu. It's a general BGA feature.

Where is the preference option button located ??
