Game stating it's waiting on other players but they've already started

I've seen this happen on a number of real-time games lately where I will be sitting there waiting for the other player to join/start the game and thinking I am waiting on them, but if I refresh the browser, it turns out they are waiting on me. Today I got a time penalty because it happened again because this game has short turns. Thankfully the person asked me if I was there via chat so that's how I knew that they'd been sitting there waiting on me. They could have kicked me out of the game if they hadn't been nice.

Is this a bug for each game that this happens to? Is this a site bug? I use Chrome, if that matters.

Yeah, I suspect it's some kind of network error - it has occasionally happened to me. To the point that when I play RT games now (which isn't often for me), if another player's time ticks away without any movement for a bit, I hit refresh on the page, as that usually updates it to say it's my turn.
