Unable to play zoo school

Hi,
Just finished the game (Table #472760800, Move #674) I wanted to play zoo school to complete/fill the map, but the card was greyed out, so I picked a different sponsor card as my final move.

Can someone explain why I couldn't play zoo school? I was using x tokens to up sponsorship level... 2 of the spaces are border spaces as far as I understand- is there something I'm missing?

Only one space was a border space
