Yes, because BGA has no ability to investigate claims of internet outages around the world. The first time it happens apparently you just get a warning. After that it's a 10 karma penalty which can be restored simply by completing games. But if a player finds that they are regularly losing their connection, it's the player's responsibility to play formats suited to those circumstances (like turn-based games). The site is based in France.
