I can't see your image here but I can see an image in your bug report that sounds similar to what you're describing, though the table IDs can't be seen in that screenshot (I'm not sure how you're determining they are the same ID). That said, if two tables are the same ID, then I suspect there's something off with the seeding of table numbers - is in, a table number isn't being allocated at creation time, allowing it to be picked up by the next created table. But if so, that's a BGA bug so would need someone on the tech side to fix it.
I've never experienced this myself, but if I create games for friends, I am inviting specific friends (who always join, so we're never left with empty seats) rather than opening a table to a group. Still, your process sounds correct, and it does feel like you've just found a bug. I'd suggest trying to use the Play Now (old lobby) for creating games rather than the game pages, and see if that's any more reliable?
