je viens de perdre des points sur une partie avec elo inactif suite a une coupure internet, c'est normal ??

Yes, this is normal.

The points you lost were not due to losing the game. They were due to quitting the game before the end. It does not matter that the ELO for the game was turned off. Notice that your opponent did not change ELO.

And, although it may not have been in your control to quit or not quit (internet issues), the system is set to impose the ELO penalty any time a player does not play the game to the end. It has no way of knowing if the disconnect is voluntary or not.
