My guess is that they're using more beginner-friendly rules for the first seasons to attract new players from the site.
If you go directly for the best rules for more seasoned players (of which hordes have created new accounts specifically for this game), you get an arena season that's inaccessible for new players.
And keep in mind that you can become a guru pretty fast if you play often. And then you can be part of the decision process.

isn't the game rather decided wether you had tharsis or ecoline ? I feel like those corporations are more successful.
