Why do we let people who play a specific Arena-game very often decide what the settings are for next season? They play a lot because they like the settings. If I don't like the settings (for example: Toc): I don't play it and iI can't vote for another setting.
Is this fair?

Yes, it's fair. The people who play the game the most are in a great position to react to new options being made available. If you like the game, but not the options, you can become a guru and vote to change it. If you don't like the game enough to play it, you're probably not in the best position to tell other players the best table configuration.

Case in point: The arena settings commonly change for many games each season, suggesting that gurus aren't there just to keep things the same.

Also, you don't have to play arena, you just have to play the game in ANY format.

I've been a guru for multiple games that I never (or rarely) played in Arena mode because I play the game so much.

I've been a guru for games that I cannot play in arena, because I have less than 100 elo. I'm currently a guru for Caribbean All Fours, after playing a grand total of 2 games: one in May 2023, one last month. :D
