Would this be allowed?

I want to play My City with my dad, who does not currently have a BGA account.

If buy myself BGA premium for a month, register an account for him, and then play a few games together, would this normally be allowed or count as "ELO boosting" due to the same IP address?

I do not want to put my account in jeopardy over a few games of My City, that's why I'm asking.

U can just play in hotseat mode instead(need premium)
And all hotseat mode games r in friendly mode(no time limit,elo and penalty).

Bga has installed a full proof system against "elo boosting" . You will be fine

My partner and I play a bunch of games on BGA, some with just each other, some with friends, some with neither (me more than him). We live together, so obviously share an IP address, as do at least one other couple we know, who also regularly play together (often with us). None of us have ever experienced a problem about being accused of cheating. I mean, we also all actually play our games, none of us are looking to forfeit on purpose to give any other person an advantage, so sometimes I win, sometimes my partner does, etc. The pattern of our gaming doesn't look like we're one person trying to elevate the other.

If you're particularly worried, you could also play in Friendly mode, which means ELO (and time limits) don't come into it. If your dad isn't going to be a regular player, he probably doesn't care about his ELO, and if you're only playing My City with him, you probably don't care about yours for that game either.

From the looks of it you don't seem to have extremely high elo in your games either (not meant to be an insult). Most people who are reported are most likely noticed when they suddenly start getting to the top of leaderboards. I don't think op has to consider friendly mode because the elo reduction was installed for this purpose.

One player needs premium, but the second player doesn't even need an account. If you look in my recent history you will a game against TestPlayer. That was me learning a game by playing both players. As mentioned above, hotseat games are unrated, untimed, and can be quit at any time without penalty. It's actually perfect for playtesting.

The hot seat mode is also far less enjoyable. You have to click continue after every turn and wait for the game to load as it switches players. If you play some legit games w/ your pops no one will care. That is one of the main benefits of premium. People who are docked for using multiple accounts are playing tons of consecutive games vs the same account and in most cases like nik alluded to they don’t actually complete those games and have 1 account concede.

That was part of what I meant by the pattern of our gaming doesn't look like levelling. I don't claim to be an expert at anything, I like to play a wide variety of games rather than focusing on mastery in one in particular, and because I play a lot of games, I don't like to play more than one or two tables of anything at the same time as it gets too confusing. People who have high ELO seem to play a lot of that game to get there - or possibly, they play a lot of that game because they're good at it.

My suggestion of friendly mode was only if they were particularly concerned about it - some people will still feel like they're doing something wrong because the system seems to discourage it (ie. playing from same IP). Although as it turns out, Friendly mode still shows a warning for people playing from the same IP address. I guess there's also a possible risk of collusion so it's more there to warn other players at the table (if there are any).

The ELO reduction only comes into play if one player is consistently winning against the other anyway - which would be the pattern if someone was trying to power level. My partner and I probably don't see a huge amount of ELO reductions because we tend to trade back and forth on who wins (although we probably have some short streaks). But the other point is with My City, if they play campaign, there is no ELO calculation between rounds anyway - I have a game we've been playing on a campaign almost since I joined BGA (so almost 18 months ago now). We're yet to see any ELO change hands. In fact, that game is so old, it still runs with no time limit (but will award ELO at the end, because it's from the period when that was allowed).
