Just out of curiosity, how do you plan on implementing this? In real life, to get a driver's license, one must prove their identity, generally with documentation that links back to a birth certificate. There is nothing on the internet that allows tracking back to a specific individual. You can't track via email, because several sites allow for free email addresses. You can't track via IP address for 2 reasons -- one is that several legitimate different people use the same IP address (playing from their workplace, for example); the second is that people can move from IP to IP (playing from home and from work).

The thing is, it _is_ a hard problem. Sourisdudesert just said that we do what we can with the resources that we have and the help of moderators from the community, and that it mostly works. That doesn't mean it's perfect.

Tejo reports on a problem that we don't really know how to fix (an IP ban wouldn't stop a really determined cyberbully such as he describes). The only real way to do this would be to de-anonymize the internet: think about what you ask.
I understand your point of view, and obviously we can't pretend the perfect community with everyone ever acting the best way. And as you correctly said, if there are some users who will behave only as troublemakers, if you take some measures to stop them they can insist in their acts and they can ever find a way to outdo these measures, so also a system theoretically perfect, as it crushes against the reality, is far from perfection.
But IMHO the policies of the site about the multipleaccounts and the penalties for the violations are in conflict the one with the other, or at least they have a "grey zone" in which troublemakers will find easily the way to create trouble.

Going more into details:

-First of all, say clearly if multipleaccounts are allowed or not (actually I suppose they are tolerated) . In my (little) experience with browser game or sites similar to BGA, the few ones with no permission to own multiple accounts have almost no problems (or at least, they probably are but with really little numbers) with players taking advantages or behave aggressively against the others than ones with free multiple accounts.
Assuming that you want to give the chance to have more accounts here on BGA (the actual situation, in which there is perfectly legal own more accounts unless they've been used to boost your own ELO), the multipleaccount must be explicitated and linked the one with the others when created. When a player own more than a single account he has to declare it, so players who have good reasons to have more accounts may continue to keep them with no limits, and the players who have more accounts to haunt other users, or to alter the ELO rankings, or doing similar things, can be easily targeted by the penalties. Obviously having more than 1 account without declaring it will lead, if discovered for any kind of violation, to a ban of the accounts.
In this way you can allow players to play from same ip, or to open a new account in some situations beyond already existing ones(maybe lost/forgot password with old accounts, and so on) with no problems.

- Maintaining the actual system, when a player makes violations with more accounts, consider the relapse as he did violations with only one of them to avoid he can create tons of accounts and continue to keep clean the other ones (and the "main" one). It's frustrating to see someone with nasty behavior, to report him more times and seeing him found guilty more times, but receiving a light penalty because it's the first on that account... when he openly declared he uses lot of accounts to behave as he wants.

- When a player is altering the normal development of a game or of the ELO ranking (with kingmaking, or by exploit a well-known bug, or giving into the chat warnings to other players on the game situation, or creating accounts to lower the ELO rating of his opponents for the top position of the ELO classment), to giving him an hitting penalty like take his ELO rating at 1500, and after a couple of violations to ban him from the site. In theory the actual moderation policy of the site will consider some situations as the exploit of a well-known bug leading to the reset of the guilty player's ELO to 1500, but this penalty isn't applied on the site.

- Increase the staff of the site. In my knowledge (tell me if I'm wrong, 'cause I talk about the players I've found during my time on the site) actually there are 2 archangels on the site (sourisdudesert and een) and 4 seraphs, right? The site is too big to be controlled only by so few people (I don't want to be critic, instead I praise you for your HUGE work on the site considering the amount of the whole things you have to check). Maybe (I dunno how exactly the grades on the site works, so as before don't consider my words if I start from a wrong premise) design some new staff ONLY for checking the bugs (at least the duplicates, or the bug that aren't real bugs), or ONLY to check the reports for violations, and so on.

Maybe it can be a good way to act into the real life, but it's hard to do on the site. Sorry to continue talk about the situation I mentioned in my last post, but that player (and his multipleaccounts) the days in which he is on the site is online something like 14-16 hours a day, and he continued to enter in my tables to join them, to look at my tables, to talk to me (and sometimes with my opponents), and so on. I hope they are only a few users so "obsessive" on the site, but also as Claude Chabrol said when you have problems with nasty players, and you wanna avoid to repeat this situations, knowing that it's easy for them opening new accounts when found guilty of some violations, actually the only way is to limit ourselves on the site (like avoiding newcomers, or playing with "suspect" players, and so on.). And I don't think it's a good thing for the site.

Replying to the very first post in this topic, I can say I got 30 days penalty for "noob", so obviously moderators "select" who to punish and who to leave alone.

Further more, I stated exactly three this kind of bad language reports, none of them were "accepted".
Further more again, if you PAY for this game, you get LUCKY in games and also GET OUT OF JAIL FREE CARD (if you know what I mean), when insulting ;)

Aaaaand of course, now I expect a perfect ban from administrators for "daring" to express the pain and frustrations of dozens players out there who are afraid to step up.
