I can play 1 action, but impossible to play the second one, and impossible to pass. So the game seems to be stucked

Is there something I do not see?

I assume you're referring to moves 247 through 250.

You only had 4 suns, and the cheapest available card cost 5, so you could not buy a guardian animal. You only had 3 seeds, and the trees costing 3 had all been taken, so that action was also unavailable. The fires in the middle had all been extinguished by your opponents. The two actions left were moving forward on the circle, and taking a fragment tile. You did both of these, and the game continued, so I guess you figured it out after you posted here.
