Restrict table access not working

Restrict table access not working

When I play Arena I don't want to queue into people with ELO less than 200 since the skill gap is too high and it's not fun for either of us (my ELO is 600+). However when I use the restrict table access to filter out the average players, I still constantly queue into people with less than 200 ELO. Does this filter not work in Arena?

Isn't filtering in Arena for Arena rating?
