Why is gaining ELO take forever but losing is instant

Why is gaining ELO take forever but losing is instant

I had a game where I came in 2nd place- it said I got +7 ELO. Pretty sure 189+7 does not equal 189. OK, thought maybe it isn't immediately changed. Very next game I end in last place and lose 23 ELO, it changes immediately. What gives???

Short answer: 182+7=189
