How do you change your mastery level for a game from beginner to average to expert etc?

Well, actually, have the ELO rating adjusted. Everyone starts out with 1500 ELO for a particular game. The default on the site is to have games played with ELO ranking on, but it may be turned off at table creation. If your ELO isn't changing, make sure you are joining games (or creating them) with ELO on.

Every winner takes a bit of ELO from every loser. How much depends on how much they started with. A winner with high ELO will take very little from a loser with low ELO, but a winner with low ELO will take much more from a loser with high ELO.

Now, at certain levels, your mastery level has tags:
Beginners: ALL people with 0 victories, regardless of their ELO.
- Average Level: 1599 or less... if you have at least 1 or more victory
- Good Player: 1600-1799
- Expert: 1800-1999
- Master: 2000 or more

For more information, search on "ELO." There are several threads on it.

Now, some people will say "But, but, I play with my local gaming group all the time, and never lose. I should start here as an expert." Well, prove it here. It will only take a few games if you really are as good as that. I think on one game I noticed I had a good ranking after my 4th game.

This site doesn't allow people to specify their level. It must be earned. And, realize that technically speaking, half of any given sample is at or below the average of that sample...

Searching for elo-related topics isn't easy...

On top of what has been said by jest:
Elo isn't stored as integers, so one might have an Elo rating displayed as 1600 but not be a "good player" yet. That's because in this case the Elo might be at 1599.8 for example. So it is

- Average Level: less than 1600 ... if you have at least 1 or more victory
- Good Player: [1600,1800)
- Expert: [1800,2000)
- Master: 2000 or more
