Someone told me when taking the two Watchtowers, and a pile was empty, the game gave him two watchtowers from the same pile...
I confirmed the rule with someone who worked on this game, it's not allowed!
You only take available watchtowers, always one from each pile. So if one of the two piles is empty, you take only one watchtower.
The rulebook reads "for each tower", it should have read "from each tower".
