Are armies in a fort always in supply? Or do you have to supply them with a convoy?

I'm thinking specifically about Tobruk. If I have an army in the fort, but the supply line is blocked because an enemy army is exerting ZOC on the road leading up to the fort, will the unit in that fort go out of supply?

Tobruk is not a supply point. You'll have to provide convoy access to a home country supply point or have a trace to an overseas area factory to provide low supply.

Forts do not provide supply. Some forts (Moscow, Leningrad, Sevastapol in the USSR, and Metz and Stasbourg in France) are always in supply because the fort is located on a supply point. One fort (Malta) is always in supply because of the special rules around islands. Tobruk is not and must be supplied overland or by convoy, whether it is controlled by the Axis or the Western player.

However, the island special rule is only for garrison units. A field army in Malta would need a convoy and supply route.
