question about Engineer with Hydrologist

Hello,
Here's my question :
I have Hydrologist, and Engineer.
I build a 2 tiles enclosure (near water), then want to put a second (as engineer allows it).
I can"t play it anywhere it seems possible to me (near water) : is that because the Hydrologist ability was already used with the 1st enclosure in this action ?
Did I miss something in the manual that indicates it's not possible ?

Without seeing pictures or at least a table number to know what you're talking about, it's not possible to answer that. But there is nothing that should prevent that, unless you just don't have the money for it.

As a side note, if it's really the move from table 526353431, the built was made using hypnosis

Is that the reason,then - because you are hypnotising your opponent,and they don't have an Engineer in play ?

The replay for that table does prompt with an option to play a second 2-size, implying it does in fact utilize the engineer ability.

If it is this table, the only explanation I can think of for OP’s confusion is that they wanted to place it over a spot requiring build upgrade but were not allowed because their opponent had not upgraded build.
