In this thread all setup options (from before C&K) are explained in detail.

Do you know where to find and change your setup options?

If yes, please list all the setup options you use. Then we can analyze what might be wrong. If you have "Terrain Tile Layout" on "Monthly setup" you probably would not have asked - that would be too simple...

You have "Terrain tile layout" set to "Starting setup". Notice that the explanation of that setting is "Starting map for beginners". If you want the players to choose their own initial settlements, I'd recommend changing that setting to "Variable setup".

How about the Easy Start option? What does it do?

When the Easy Start variant is enabled in the base game, during each player's first and second turn (not including the placing of the two starting settlements/roads), any 7 rolled is nullified. So if you roll a 7 during your first or second turn the dice are rerolled until a non-7 comes up.

Edited to add: See also this thread, especially the comments of AIEJBCKL, although I think those comments are intended for the Cities & Knights expansion. As Darhf notes in that thread, Easy Start is a variant for Cities & Knights, but also compatible with the base game.
