Cities and Knights - How do you build city advancements?

Hi - I am new to playing at BGA, but I know how to play Catan Cities and Knights-

However here at BGA I can't find how to use your Paper/Coin/Textile to create city advancements. How is that done?

The option appears at the top of the screen
