Can't place colonists until I refresh [noblemen expansion]

I have been playing in tournaments with the noblemen expansion, and finding that sometimes the system won't let me place new colonists.The problem goes away when I refresh the page. Reluctant to report this as a bug unless anyone else has experienced it ?
