I’m early game. Below 25 appeal. I have the 5 power supporter action. But I still cannot play Release of Patents. Is there some other restriction that I’m missing here?

it requires your sponsor card to be at strength 5, not administration.

Tough to tell from those screenshots, but is it 'guest's turn. Who only has sponsor at a 4 power.
