Phase Counts Wrong in Post-game Stats?

I almost always look at the post-game stats (number of phases called by each player, etc.) and just started noticing that they don't add up to the expected number. In 2-player advanced (no expansions), each player should end up calling 2x the number of rounds, but lately I'm seeing instances where it doesn't add up. My last game went 7 rounds, so I'd expect 14 phase calls each. Instead, the stats say I made 16 phase calls and my opponent called 15. It makes no sense.

Anyone else noticed this? Am I missing something?
