Inconsistancy with Skybeam, Friend of Children and Cultists

So Skybeam seems a bit inconsistant -

I had Skybeam and Friend of Children. Game in question: https://boardgamearena.com/table?table=547248626

Move 163:
I rolled 1 Energy
I got 1 extra for the Roll by Skybeam
1 got 1 extra for friend of children
1 got 1 extra for the extra of friend of children


Move 166:
I use cultist to get 1 Energy
I got 1 extra for Friend of Children
No additional Energy for Skybeam

So if Skybeam does give extra energy for Friend of Children shouldn't it always do that? And also is it intended not to work with cultists?

Edit: Extra Question - Anyone know if it works with Tireless?

Skybeam is a multiplier on die faces, not on all healing or energy. I'm not sure FoC should have fired twice in the first instance, seems like that should only be once. It shouldn't work with Cultists or Tireless.
