Arena only lets me play 2 players!!

Arena mode always automatically sets up a 2-player game, even if I set it to 4 in “Play” mode. How can I make it 4 players in Arena? I’ve been playing for quite a while now.

Arena format is fixed. You can play a lot of games, become a guru, and vote for a change.

I believe, only the first arena season in BGA of TTR was for 4 players.
The followings seasons were all for 2 players.

Arena Mode is given specific settings voted on by a group of players with a given level of activity. https://boardgamearena.com/faq?anchor=faq_arena

All players who are playing a game in Arena mode for a given season are playing with exactly the same configuration. This way, the whole Arena tournament is consistent.

For each game on BGA, the most prolific players in the last 30 days are eligible to become the Game Gurus.
The Gurus are selected daily, and will keep their status at least one month.

Game Gurus have special powers, like being able to discuss and vote for the next seasons Arena format.

I cant get a second player to play, the system seems to not be working.... is anyone else experiencing this?
