For strategy, I would implement advice from people who have a rating/skill level that you are trying to reach.

It makes no sense to implement advice from a 100 rated player if you are trying to get to 300+.

To expand on this, the person you take advice from might go over the game’s replay with you

For each round of the game, they could tell you 1) what you did well (this provides positive reinforcement to keep moving you in the right direction for future games) 2) what to do differently (this helps you identify and learn from mistakes)

Are you allowed to chatter at the table abouit your hands, so directly ask your partner to lead with a certain play or something like that? Or, is all game related table talk not allowed?
No you are not allowed to table talk during a game. Welcome to the world of tichu.

That's not true, it is indeed allowed but some people just get annoyed even you wish them good luck. I know places where it is common sense to ask left or right straight, then places where they do not want. Just ask beforehand... if they don't respond that they are okay or not... just ask your partner if he wants left or right straight; the opponents had their chance to say no, especially with the direct translate option in the chat
