"Very Good Reputation" filter not working

I set up the game for "Very Good Reputation" only. It's a 4p game, and it's annoying when people quit. I got a table with a 36% reputation. I've done these settings before with no issue. Is anyone else experiencing this problem?

Do you have the setting for Arena or also normal games?
They have different settings.

Also there are multiple steps. You can pick "never want to play with" or "rather not play with"
If you are queued and it can't find players within the parameters after a while it will allow players from wider range if you haven't excluded them fully.

It was 4p, not arena.

It was done the "Games" page that doesn't have the "rather not", "absolutely not" steps.

The 36% reputation player played through the whole game even when it was obvious he would lose, so I'm glad the filters allowed it (in retrospect).

Did the 36% player join by him/herself, or was he/she invited? I know that in the "old lobby" the table administrator can invite players bypassing table restrictions and even other players' red thumbs!

I was the table administrator, and I did not invite him/her.
