Urban Planners. Bug? or am I missing something?

At the start of the game Urban Planners get to place a 2x2 building called Urban Center. but I just get errors when I try

"You cannot afford this payment combination"

I never played Urban planner, but when I checked other tables (like: https://boardgamearena.com/table?table=521580291) with urban planners, they just place the urban center landmark tile on their city map. No payment needed. I recommend you refresh your browser and try again. Do not click on any cubes, just the location on the city map where you want the tile to go.
