Scales + Miller?

Not sure if it is a bug or intended, so question: I had 3 improvements and 2 occs, one of the improvements being Scales, which gives 2 food when occs and improvements are equal. I played Miller building a Hearth, yet Scales did not proc. I was really relying on that food, so was kinda frustrating. Is this interaction intentional?

I Don‘t know the answer but I had a similar experience with the occ that buys BMW for a stone and a reed. Sorry forgot the name. So I would guess it’s intentional. For scales the balance might have to be established after the action.

Personally I would interpret the text the same way as you do. But that's not how the publisher want it to be implemented here.

If you instead would have had 2 improvements and 2 occs in play before Miller+Hearth, then you would have gotten 4 food.

Oh, I get it now, thanks for the reply. No food instead of that 4 food is a lot of difference (in my case losing breeding sheep ). Kinda unintuititve honestly tho o.O
