Sets of identical shields

I was looking at the scoring at the end of this game and couldn’t work out how my opponent scored 18 points on the General card (bottom right) as I could only see one set of 3 shields, ie the Purple set. Am I looking at the wrong thing?

I see 4 purple shields (so 1 set of 3), but also 3 shields of blue and 4 shields of yellow. So 3 sets of 3.

Count only shields, not card with shields.
