overview of resource conversion

Why is the overview of resource conversion covered by the round booster? Where can I see during the game, for example, that I can increase the range with a QIC?

There's an option to change its location in the game. Don't quote me on this, but I think it's even discussed in the FAQ, which appears at the bottom of every game.
