I watched a game, a player plays sponsors (II) from place 2 plus an x-marker. As far as I understand, he is allowed to play cards with a total value of 3+1=4. But he plays 2 cards with a value of 3 each, so 6. How does that work?

If it is the map with 3 "H" spaces, the unique power of that map decreases each sponsor cards' cost by 1.
