Now that I've had a chance to play this game over 50++ Times online/tabletop and spoken with other higher ranked players on the site I've seen everyone draws the same conclusion that going 4th in a 4 player game is a pretty distinct disadvantage. Getting your choice of goals is going to be a guess at best because you don't know if the goals are going to be easily reachable because people moving before you might gain (or rest their workers) on those early spaces. You are also the most-likely player to have to pay more to visit actions because others have already been there.
The proof to me is that no one I've talked to would be open to starting as 4th player if they had the option, but in games like Carnegi you are happy to go 3rd-4th because the compensation structure is so good.
Wouldn't 1 coin for 3rd and 2 coins for 4th make it so you felt like you were on a pretty even playing field? Currently, no one wants to go 4th because it's really weak.
