I've connected all exits, shouldn't I have received 45 points for exits?

You have one network that connects 7 exits and one network that connects 5 exits. So you get 24+16 which the score calculated correctly. The overpass in the upper right does not connect your 2 networks.

Thanks - i didn't realize that's how the scoring was actually calculated!
