What's the most useless bonus in Pantheon & Agora?

Of the deities, wonders, progress tokens, conspiracies, and senate decrees added in Pantheon or Agora, which one has the least use in the game?

I love the expansions because in general most of the new bonuses can be pretty valuable. Some are almost always valuable and some are valuable only in very specific situations, but most of them can really help. Which ones never or rarely have a good use?

Here are the ones I think are least valuable - curious if folks have found good uses of any of these in your games, or if there are others not on my list that you find particularly not valuable.
  • Deities: I don't personally include any deities in my least valuable list. While some are very very situation dependent (I'm looking at you, Isis), I've definitely found key opportunities to use all the deities at one point or another.
  • Wonders: All the new wonders (Divine Theater, Sanctuary, Curia Julia, Knossos) are at least middle of the pack in power, so no wonders either on my least valuable list.
  • Degrees: Degrees can be pretty hit or miss, but most of them have games where they shine. For example, the "green cards cost less" decree is pretty useless even in some games where you're playing green, but occasionally you'll have a low-resource, green-heavy game and it can shine. I'd say that the "benefit from your opponent's chains" is probably the decree I find least valuable, but it still has meaningfully helped me out on occasion.
  • Conspiracies: I've almost never taken or played Embezzlement, and when I have, I've been sad about it since even at its most powerful it's sort of mediocre. I've seen all the rest of the Conspiracies be hugely transformative of games, at least sometimes.
  • Progress Tokens: And here we get to the things I find least valuable: I think Organized Crime is pretty terrible. While it's nice to keep two conspiracies if you draw two powerful ones, the cost to activate both is generally too high, especially at/after the point in the game when you're likely to get Organized Crime in the first place. But ultimately my least valuable is Poliorcetics. I have never, even once considered taking Poliorcetics. I have a really hard time imagining the situation in which it would be my best option, unless it were somehow my only real option.
