Is a task still fulfilled when I have more than the required flowers?

For example, I have a special task that only requires 1 L3 flower, but I already have 1 L3 and 1 L1 and task does not count as fulfilled - is it really supposed to work like that?

That should be fulfilled if you've completed the basic task in that row already. Please provide a link to the table in question.

There are no special tasks that take just 1 level 3 plant. If it's the game you're current playing, I took a look. In Row 4 you've got 3+1 like you said, but it requires three level 3s. I think you just misread it.
