Jesse sheriff + vice chat help "to steal"

I want to understand the situation when a vice is helping Jesse sheriff and asks the sheriff to steal a card from them when they have a good cards.
Technically, they are not telling cards but this suggestion allows to give good cards like beers/saloon/gatling/indians/etc at nice timing from vice/rene when they are loosing a game. I want to understand whether this is considered as cheating. Example of a game that had this "abuse" where sheriff could get a beer at 1 hp which allowed the sheriff and the vice to win it. Can I report this chat "helping"? If yes, what report type should I use?

Bang Tournament Rules for "real life" forbids this behaviour, but here in BGA this is still discussed.

I think that here is better to forbid talking about everything that is related to cards, strategy, etc.
Only thing one should allowed to talk is about roles (since you can bluff, and in any case is not so relevant).

There are too many people unable to use chat efficiently (I am in real troubles when playing from mobile), or not fluent in some language (and there are too many languages...), and so on.

Here in BGA, where after a couples of turns roles are often quite evident, allowing to chat about everything made the game a lot less interesting.

I hope developers will put a message at the start of every games like this: "you're not allowed to chat about cards in your hand, or suggest strategies, or target, or cards to play or pick, or remember active special rules, and so on."

After that, everyone knows table rules, so you can report people.

Hi. As I see it you can definitely report this behaviour as "Kingmaking" not due the fact the Vice is not talk open about cards in his hands, but because he's telling the Sheriff how to play one of his card or how to use one of his skills, which is against the rules. On the other hand, you can simply ask to players to do not such kind of things if you see them do it a first time, and report them only if they repeat deliberately the bad habit after your kind advice (everyone has the right to wrong at least once if they don't know all the rules).
