In defense of the OP: He offered the resignation of a backgammon, i.e. 3 points - the absolute maximum possible.
The game should have automatically accepted the offer without waiting for the opponent to accept.
Offering it 101 times within 15 minutes is excessive, though.
That's precisely what came to my mind at first.
I also had people insisting on conceding point when I have yet secured a gammon and have to decline the conceding with one point 10 times while I explain the opponent the reason and another 10 times once he got the explanation which he obviously didn't need to try so hard.
It was a little annoying but definitely much more for him as he kept trying so hard, lol.
Still, it wasn't as bad as people taking ages to play at each roll which makes me think it shouldn't be reported. When I suspect unsportsmanlike conduct, I take time to checking players game data (number of games played, last time he played, average length of games...) and this taken into account, I can tell if it's a one time event that extend time to play or pure soar loser going in foul play. It's terrible and there is so many of them (I don't give them much esteem considering that they decide to waste their own time before yours and when they are losing thinking it's upsetting ! get a life people and remember it's a game, a noble fight where playing a good player is an opportunity not a pain). Those players must be reported and mostly the timer should be adapted to international rules. (Timer is set for the total length of the game and doesn't reload. You do get an extra 15 seconds at each roll which doesn't add to your timer if not used at previous roll).
