Contraband minor, help please!

Hello! With the contraband minor in play, how does it work if I play an improvement with no printed cost? Is it not possible to get the 3 food then?

Each time you play or build an improvement after this,
you can pay 1 additional building resource of a type in
the printed cost to get 3 food.

It only works with minors that have a printed buiding resource cost. In that case, you will get a choice of which of the printed building resources you want to convert to 3 food. For minors that do not cost any building resources, you won't get given the option.
