How to Claim Milestone in Multiplayer?

I have 9 building tags and more than 8 megacredits, yet on every single turn, I am not offered any action to claim a milestone.

How do I claim a milestone?

You cannot claim milestones in solo version of the game, and Builder is only available on the Tharsis (the original) map. Otherwise it should be at the top of your screen with a claim milestone button.

(That said the new interface that jumbles of the bottom of the screen is massively confusing, not sure what happened to the older version or how to get it back.)

You can also just click on the milestone on the map. When you are eligible for it, it turns into clickable button (there is a frame over milestone).

1. Are you playing on Tharsis? (it's a legit question, I had an opponent plan for Builder from turn zero only to find out that they were not on Tharsis and thus Builder was not available)
2. Did someone else already claim Builder?
3. Were three other milestones already claimed?

AFAIK there's no bug concerning Builder so those are the scenarios I could think of. Too bad we can't post screenshots, otherwise that would be helpful.
