How does construction cards work

Hi,

I was enjoying an Akropolis game and there was some construction cards available. The requirements seemed clear however when provided with the option to validate a construction card as I meat the requirment I did not seem allowed to press validate and could only press on skip.

I could see some other players could validate construction card so clearly it was possible for them and I was missing something.

Can someone explain what is the process to validate a construction card once you have meet the requirements? For example for the blue card you needed four tiles on a second level, which I had, once this is done what is required to fulfill a construction card?

When you've completed a construction card pattern or configuration, that construction card becomes available. Click on one of the mini-tiles and place it in your city. This should be every eligible hexagon in your city (plazas, districts, quarries and adjacent spaces) except for previously placed mini-tiles (can't stack them on top of each other). Once placed, the confirm button should become available to click.
