BGA does not allow calling out individual people like this. You will be moderated. It’s better to take this down.

Them taking all of their allowed time isn't reportable. Them taking all of their allowed time and announcing that they were doing it just for the purpose of wasting your time may be reportable (most people aren't so brazen as to actually say that's what they are doing) , so if it makes you feel better, go ahead and report them. Or better yet, just red thumb this person and enjoy the rest of your life.

Red thumb them and report them, that's the way to go, not calling them out in the forums.
