Do ELO rankings include inactive players ?

I recently managed to make the top 20 ELO in Puerto Rico.Only I haven't come across 19 players with rankings better than mine. Do the rankings include inactive players.Am I up against all-time BGA ranked players ?

You'll find the ranking in https://boardgamearena.com/gamepanel?game=puertorico
Click on "Current Season" and select "All-time". But it's not really all time, only those who have played at least once in the last ~2 months appear there. Inactive players maintain their score, so they'll be back as soon as they play again. You can also see who's ahead of you. Maybe they play at different times, or real-time/turn-based, or only in Arena, or only with their friends...

Those are Arena rankings. I haven't been playing Arena.Is there anywhere to see the top ELO rankings ? - I play Puerto Rico mostly in tournaments.

Sorry,I see.The current rankings are Arena,but the all-time seem to be non-Arena.

I just checked, some inactive are not displayed.
I think it used to be 2 months, but that seem a lot longer now, potentially one or some years (I have one example where 4+ years was not displayed).

Do you mean 4+ years was displayed? I don't think it's that long, I've seen players disappear (myself included, no moderation penalties) after 2-3 months.

4+ years wasn't.

What is your assumption based on? An example where 4+ years in NOT displayed does not support that claim ;)

I have been ranked in Tichu a while back. Now I haven't played it for ~2.5 month (78 days) and I'm not ranked. So to me the 2 month / 60 days seem like they might still be the cut-off.

To be more specific, this is Silene's last Tichu game https://boardgamearena.com/table?table=565881944 It was Sep. 22nd, she had 358 elo. In the current Tichu ranking, the 17th player has 363 and the 18th player has 346.
