Question about cooldown condition that i didn't understand

I have two questions, appreciate if someone enlighten me.

When I had 2 available heat to use, I have used two cards (3 and 2) and i have passed a 3-speed-corner with a speed of 5, so I have paid all my 2 heats there.. However I was expecting to get 1 heat back as my gear level is 2.. As far as I know when you stay in gear level 1 or 2 then you are getting a cooldown, where did i do wrong?

Other question, as you see in the image I have turbo-charger-8 card which asks for 1 heat to use. If I use this card with one another card and keep my gear level in 2, would it work? Will I get a cooldown first then use that heat for that card?

You dont get 1 heat back from the discard.
So if you had no heat in hand, you dont cool a heat.
So maybe that is the problem?
Or if you are playing with weather setup, it can be that you are in a no cool zone. Than you can't cool heat from your hand.

Turbo8 used in gear 2, you can cool first and then pay the heat for the turbo.
But again, only heat in your hand you can cool, not from anywhere else.

Cooldown does not "get a heat back". It let's you put a heat from your hand into your engine.
