when are outposts limited and when not?
I have had cube tokens placed when conqeruing in some games, while in others it says no further outposts available?

All versions of the Militants apart from the Nov 2022 experimental are limited to the available outposts, same as every other civilization. The final revised version, though, has you place two cubes instead of two outposts for your starting territory, meaning you have two extra outposts with which to conquer territories. (I'm hoping the dev will find time to finish implementing all the final revised civs.)
