Wingspan arena start option

If Wingspan Arena is supposed to be competitive, why do some players have the option to decline a match? I've been hung up waiting for the other player to join an Arena game but have never, myself, had an opportunity to decline an Arena game off the start. (I have a paid account.)

Anyone know what's going on?
