Have you actually read how ELO is calculated in the FAQ? Particularly the part about the K factor? Respond after reading it if you still have questions.

Did a quick check, the account had less than 300 rating. At that low we can't assume the account has even played enough games to get a real rating yet. After checking the game count it says they only had 15 games. https://boardgamearena.com/faq?anchor=faq_account_elo With barely any games under their belt of course BGA is going to use a higher k-factor until they've played enough to give an impression of where they're really at.
