Points calculation: 2 winners one with 206 got +28 one with 190 got +15. Why?

I was playing a game of Bang, where there can be multiple winners. Someone with 206 points and I - with 190 points - won. I thought that the way that point system worked was that people with higher points gain less per wins. However, in this game, the person with more points won. Why is that?

For the first 20 matches you play of each game, you get double points (be it + or -). Other guy was still in their first 20 games of Bang, so they got double. Normally they would have gotten +14 (which is fair to your +15).
