Someone gave up playing on the literal last turn

I just "finished" a game where we're all playing consistently and things are fine. We maxed all the parameters and all passed. Then we get to the final production phase where you can convert plants into greenery tiles. I did mine. It's the next person's turn to do it and they just wait. And wait. And wait. Then their time runs out, their turn gets skipped, and the game finishes but the results are neutralized.

Is there some meta reason the player did this?

From the wiki, it seems like I'm still supposed to earn 100% (or close to all) of the ELO I should have. But did I? Is there a way for me to confirm I got the right ELO?

It made you both first, so you tied with 1 player and won against the other player. I guess normally you would win against them both and got more ELO then

They might have thought the game was over and forgot about it. It happens. Can't really say it's on purpose if you don't know.
