Tie-Breaker Question

I recently posted, what I thought was, a bug in how the tiebreaker was handled. For clarity, the rule book says :

"In the case of a tie, whoever is higher in the final turn order wins".

Now, I took this to mean "The final order". However, it seems the BGA interpretation is "The order you took on the final turn", i.e. the order from the turn FOUR selections, not the turn FIVE selections.

This, to me, makes no sense. Why would the tie-breaker be determined by an earlier round?

Is there an FAQ where this is spelled out? Are we sure this is the correct interpretation?

I had another thought.

How would that even work over the board? There's no indication from the final position who went first in the final round. You mean the designer wanted you to just .... remember what the turn order was? That seems highly unlikely. What about a multi player game? You'd have to stop, write down the exact order, then play, just in case it came up.

You'd only need to remember who played first (or last, depending on what "higher" means) among the tied players. That doesn't seem too much to ask, although I agree that probably not what's intended.
